Defence Ministry ONX OPD ODI Ranks and Honours

 

The ethos of the XDF has been heavily influenced by the early days of the Union, when the Union was weak and lacked resources, both men and material.  Emphasis was on conserving strength and maintaining a force in being.  Duplication was avoided and prominence given to survivability, reliability and self-sufficiency.

This view has started to be challenged in light of the Exterminator experience, as they do not appear to be interested in control, only destroying everything in their path. 

 

Defence Ministry (DM) of the Union of Xyon

Located at Raven Rock on Agama IV, the Defence Ministry oversees all aspects of the Xyon Defence Force (XDF).  The XDF has a simple structure with 2 branches - the Union of Xyon Navy (UXN) and the Planetary Defence Forces (PDF) - plus Defence Intelligence.  All funding is from the federal budget.  The Secretary of Defence is a civilian member of the government and is assisted by a six member military Defence Staff made up of CDS, CSD, CDI, XyClOps, XyCoS and CGM.

For Command and Control purposes, the hierarchy is: UXN>PDF>Seniority.  Political control is exercised through the SecDef and the Defence Ministry.   Sh'lichim can request assistance from the military whilst a Hakam can give orders to the XDF.  Strategic direction comes from the centre - Raven Rock where the Ministry is located - but due to the distances involved and time lag in communications, the most senior XDF officer present  makes operational decisions.

Office of the Navy of Xyon (ONX)

The most important office in the Defence Ministry as it is responsible for virtually all the interstellar military vessels in the Union.  The Marines are a subordinate branch of the Navy.

The head of Onyx is the Chief of the Defence Staff (CDS), the most senior ranking military officer in the Union and Chairman of the Defence Staff.  Directly under his command is Operational Command (OC) - which in turn directs the Fleets, Task Forces and Watches (scouting fleets) - and Support Command (SC) which runs the Navy’s infrastructure.  Each quadrant where the Navy operates has an SC CinC, which is either a one, two or three star post.  The UXN HQ is located at Sari Sagan in the Haggai system.

The Navy is an all-professional force.  Oh, and they catch pirates.

Office of Planetary Defence (OPD)

A misnomer originating from the birth of the Union when ground forces only had planets to defend.  The Planetary Defence Force (PDF) was created to protect the breakaway colonies from possible invasion but more specifically to organise guerrilla resistance in the event of occupation.  (There was also an Asteroid Defence Force at Agama primarily for internal security in the belt).

The PDF has grown to encompass system wide defence and now operates all interplanetary military vessels, the independent Pacifier squadrons, and the Star Guard.  The latter are operated jointly with the Office of Customs and Excise from the Ministry of Finance.

PDF are recruited locally and serve locally although there are specialist professional units, such as ship crews and PAC pilots, as well as a professional officer corps and designated 'mobile' units, and these do serve in other systems as and when the need arises. 

The Chief of System Defence (CSD), acts as co-coordinator to ensure that a common approach to equipment, training and doctrine is adopted amongst all the PDFs within the Union.  He also represents the interests and concerns of the PDF on the Defence Staff and is the most senior PDF officer in the Union.  There is no overall PDF HQ.

Office of Defence Intelligence (ODI)

Although not exclusively naval, the ODI is dominated by Naval Intelligence (commonly known as A'Man) which is an influential branch of the UXN.  A high proportion of the Navy’s senior officers have held appointments in Naval Intelligence during the course of their careers.  Its head, Chief of Defence Intelligence (CDI), is a coveted appointment because, although only a three star post, the CDI has a seat on the Defence Staff.

The ODI is organised into a number of Directorates under a one or two star officer.  There is a Directorate for each Quadrant in which the Union of Xyon has representation, and a Special Directorate to cover everything else.  Since the holocaust in Quadrant 5 the Special Directorate has focussed on the Exterminator threat and become the second most important Directorate.
